You can only catch Pikachu when you get to the Safari Zone which is found on Route As for Seviper you can't find one in Pokemon Ruby. To get one you have to trade with Sapphire or Emerald. T inside the safari zone, you can find pikachu in the grass were you entered. You'll have to keep searching in that grass area until you find him.
